The victorians had faith in progress. One element of this faith was the conviction that crime could be beaten. From the middle of the nineteenth century the annual publication of the Judicial statistics for England and vales seemed to underfaith their faith and almost all forms of crimes appeared to be falling.
While the general pattern of the crime was one of the decline, there were occasional panics and scares generated by particularly appaling offences.
