• Nomadic & Pastoralists community.

Pastoralists were prevented from entering many forests that had earlier provided valuable fodder for their cattle. They need permit to entry.The permit specified the periods in which they could be legally with in a forest. If they overstayed they were liable to fines.
Nomadic people were not allowed to move out without a permit. The village police kept continuous watch on them.Those who were nomadics were considered to be criminals.

•Shifting Cultivators.

Shifting cultivation means an area is cleared and cultivate for few years and move to another land for cultivation,So that the land can regain the fertility of the soil naturally. In shifting cultivation forests are cut and burnt in rotation.When a forest was burnt, danger of the flames spreading and burning valuable timber. It also make the government difficult to calculate taxes.Therefore shifting cultivations are banned.
