Inadequate or failure of monsoons is a major reason for droughts in India. Inadequate rainfall causes crop failure which lead to famines. ... This is also related to rainfall to low or erratic monsoons. When there is less water in the atmosphere, the moisture present in the soils tends to evaporate into the atmosphere.

droughts are mainly caused by very hot temperature in this case maybe a heat wave in this case which cause grass to dry up and if hot enough maybe empty rivers and will also dry out land like I said grass and dirt I'm not sure if this is right but thats my theory
