Federalism is a political ideology of forming a compound government structure by uniting all individual states under one system.

The two objectives are:

1] To promote unity amongst individual states and provinces

2] To accommodate regional diversity under one system and maintain the integrity.

These are the two aspects for a government to run under federalism.

The government must agree to share powers amongst states equally.

Divide and rule policy reduces the burden on the central government hence allowing the State government to exercise their powers.
