A sate is abligated to treat every person who is regardes as 'citizen' equally regardless of the individuals inclinatins of the sujects . In practice , it means a state should disregard unifying factors of majority population but respect such factors among minorities . If possible , state should avoid attempts at assimilation of minorities to protect their unique identity.
