. Holding Together Federalism : (A) It is the second route of the formation offederalism where a large power or country decides to divide its power between the constituent states and national government. (B) The central government tends to be more powerful vis-a-vis the states.

First route involves independent states coming together on their own to form a bigger unit. this is known as coming together federation. ex - USA, Australia, Switzerland. In this type of government power is divided equally. Every state have equal value and power.

ii) The second route is where a large country decides to devide its power between the constituent states and the national government. this is holding together federation. ex - India, Belgium
In this type of government power is divided unequally that is central government is more powerful than state government.
