The eminent French philosopher Voltaire in his controversial work Philosopher Dictionary (1764) had noted that in France due to the influence of the Catholic Church along with its hypocritical priests and the selfserving aristocrats and their cohorts had created a political prison of sorts. The high government officials named Intendents were the pillar of the prerevolutionary French administration. They became very corrupt due to weakness of the monarch. The aristocrats tried to capture the posts of the Intendents to exploit common people.
