Yes. Social welfare is a super-set of economic welfare. It is concerned not only with economic standards of living but also with other aspects of life quality. For example, things like the environment, or the crime rate. In fact it could be said that it includes all characteristics of a society that determine how its members feel about their society itself (you generally feel somewhat better/worse when you have a higher/lower opinion of the society in which you live, right?) and their own welfare within it.
