Electromagnet  does not retain the magnetism when the electric current does not pass through the coil.  Here the magnet's molecules are not oriented in a specific direction.  The electrons flowing cause the magnetic field.

permanent ferromagnet  retains magnetism.  Permanent magnet is magnetised by an external magnetic field and the molecules inside the metal are oriented to give magnetic field.  So a current is not needed to produce the field.
