In non democratic countries elections are not held at all but only selections are done by some groups of persons who are close to the rulers. The selections are done according to direction and desire of rulers. The rulers may be monarch or military commanders in chief. In Democratic countries all people even common people have right to choose the rulers. However, in some countries only show of democracy is made intermittently. For instance, in Pakistan military always rules the country and the representatives of the people are only puppets in the hands of military.
