In this system of government, the power is divided between various levels. Both Central & the state governments have their own powers. Central government can't impose orders on the state government. Both the levels are separately answerable to the citizens.

union \: government \:  :  -

In this system of government, either there is only one level of government or if the different levels are present , they r subject to the Central government. This form of government is not answerable to people.
