Distinguish between letter of allotment and letter and regret

A letter of allotment is a letter from the company to a share applicant informing him/ her that a certain number of shares have been allotted to him whereas a Letter of regret is basically from the company to a share applicant informing him/ her that no shares have been allotted to the individual.
The letter of allotment should be preserved carefully against the final share certificate however this is not required for letter of regret.
