Norms of neutrality:It is based on three conditions. They are (i)Changing of political executives, (ii) Meritorious Bureaucracy, and (iii) Permanent state of bureaucracy. These conditions ensures that civil servants work in a professional and fearless manner without the pressure of political members.

Norms of Anonymity: This ensure that civil servants work behind the scenes for the policies of government, to ensure administration remains unhindered. As per this norm, political executives are only responsible for their policy formulation, and permanent executives doesn't deserves its critics.
