Coming together federations:In this type of federation, individual independent states join together to form a larger government.  The states pool up their sovereignty and resources to form a bigger nation. In this kind of federations, the individual states have equal power. The end result is a government that is more secure.
An example is the USA.
Holding together federations:This type of federation is formed when a country decides to divide its powers between the central government and the states that constitute it. In this form of federation the central government retains most of the power.
An example is India
