Unitary: The power is with the central govt. The laws are passed by the centre. These are passed to the state govt., which is a subrdinate to the centre.

Federal: Both the central and the state govt. has equal powers and have to report to the same legislature. Regional govts. exist but are not subordinate to the central govt.

Unitary government is a kind of government system in which a single power, which is known as the central government, controls the whole government.

In a unitary system, the central government has all the power.  In a federal system, some powers are given to the central government and other powers are given to the lower levels of government (provinces or states).

In a unitary system, the central government gets to decide what powers, if any, to give to the lower levels of government.  Even if it gives them some power, it can always take it back.  The lower levels of government have no right to their power.

Federal government is a type of national government in which government have powers to delegates the power to other elected member of the states

In a federal system, they have a right to their powers.  The central government cannot just take those powers away.  Typically, as with the US, there is a written constitution that tells what powers go to the national government and what powers go to the lower levels.

unitary govt. is not as much democratic form of govt. due to decision making power at central place while federal govt. is a pure democratic govt. in which local govts. , territories, provinces etc. can enjoy some powers regarding governing and decision making.
