No, not all aquatic mammals breathe oxygen dissolved in the water. Some aquatic animals such as dolphins come to the surface of the water to breathe the oxygen present in the air. Only those aquatic animals breathe through the oxygen dissolved in water which have gills modified for gaseous exchange.
