b. I believe Julius Ceasar speaks these lines to Decius
c. The speaker should stay at home because there are warnings and predictions of terrible things to come and his wife is begging him to stay home.

(c) Calpurnia was worried about the evil omens that she saw.She was afraid that something really bad was going to happen, probably Ceasers death.She believed that all the unusual things that happened on that day were pointing towards Ceasers death. So she wanted him to stay at home,safe and secure.
