Let radius of first circle = 2x

and radius of another circle = 3x

Now,

Circumference \: of \:  {1}^{st} 【C1】 = 2\pi \times 2x \\  = 4\pi x.........(1) \\ and \\ circumference \: of \:  {2}^{nd} 【C2】 = 2\pi \times 3x \\  = 6\pi x ........(2) \\  \\ (2) \div (1) \\  \frac{C1}{C2}  =  \frac{4\pi x}{6\pi x}  =  \frac{2}{3}

Therefore, the ratio of their circumference = 2:3
