Homogenous Solution of Oil and Water. Emulsions are usually made by a “top-down” process. Mixtures ofwater, oil, and surfactant are subjected to external forces, such as vigorous stirring, to break up larger drops into smaller ones. This becomes harder as the droplets get smaller, so this method has inherent limits.

No, oil and water do not make a homogeneous mixture. since when both of them are mixed, oil does not get dissolved even in a universal solvent like water and thus form visible separation layer and the oil keeps on floating up in the container.
The reason is that oils being unsaturated carbon compounds have a low density than water and thus oil and water do not make a homogeneous mixture .
