Diffuse reflection follows “Lambert's law” - which is also an approximation - saying that the amount of light reflected (equally in all directions) depends on the cosine of the angle of incidence of the light to the normal at each point on the surface.

Yes , the laws of reflection are true.
As the laws of reflection states that the angle of reflaction to mirror is equal to angle of refraction or incident ray to normal line.
