yes, the poor does have the equal right to dream.
and the author calls mukesh's dream a mirage because he couldn't see any improvements towards the rights and equality of the poor, by the government or any other authorities...

Everyone has the right to dream about the betterment of their future. But when the question of the dream of the poor is concerned, they are forced not to see any dream in their life. In case of Mukesh, he wants to become a motor mechanic and drive a car but his poverty and the poor condition of the family has forced him to stop thinking about his dream and instead get involved in his family business of making bagels. Therefore the author calls the dreams of Mukesh to be a mirage.
