Yes, Roots of plants keeps on growing even after the removal of their tips it is on the grounds that the roots have meristematic cells which have the ability to grow.These cells experience continuous division and create the new tip.

@ No , there will be no growth of roots since they lack the dividing cells. cut roots stop growing since there is no dividing tissue present.
=>> Because removal of root tips from the roots of the plant means removal of apical meristem. Apical meristem is present at the root tips as well as shoot tips. When apical meristem is removed from root tip, the downward growth of the plant (growth of roots) will not be observed. The plant will not be pushed down deep below the ground to take in water and the function of anchorage will not be performed.
