Because the sense of both the definitions is same .

Third law of motion :

Every action has an equal and opposite reaction.

Gravitational force :

The force between two bodies will be directly proportional to the product of their masses and indirectly proportional to the distance between them .

F = GMm/r² .

So, the sense is same .

Hence we can say that the gravitational force obey the Newton's Third law of motion.
