Do you agree or disagree that scientists and engineers are likely to be more creative if they feel that they have sufficient freedom in their work? Can this condition backfire?

I do agree as when given the freedom the to express ones in ideas they can get much creative ane maybe even more better than the original plans rather than when we are confined to follow the instructions . But this condition also could backfire as not all ideas can be fo4 the goodness . Where there is good to equalise it there would be equal bad in them too. its the law of nature .so in a negativ3 manner it also could lead to a failure , corruption and maybe even a harming destruction !
