Yes.For example bauxite is an ore of aluminium, so bauxite is also a mineral.
Clay is a mineral and it cannot be a ore.
So all ores are minerals but all minerals need not to be ores

the natural material in the earth in which metal or its compounds occur is called mineral...
the mineral from which a metal may be extracted profitably is called an ore...
hence all ores are minerals..but all minerals are not ores..
