Do you consider Human resources of an organisation an asset or liability or both.Justify your answer

Human resources of an organisation are boon if they work accordingly and bring profit to the company.... and the country..... But if sometimes they bring a big loss then they can be considered as liability... Hence they are both an asset as well as liability but can be considered a big boon if their work brings only profit.
