Do you design software when you "write" a program? what makes software design different from coding?

Its just because when you design a software you just draw the title bar, buttons etc. But when you start coding you are just a type of bringing the exact things to function properly in real world. Just imagine you designed a graphic software now in designing you are planning that how your software would look and what tools should I include or not include but in coding you are making the final output.
