No, a fully grown crop plant should not be expected in a nursery as the whole purpose of a nursery is to help a sapling or a seedling germinate.

When it grows to become strong enough to survive on its own, it is shifted to other locations or transplanted in the outside field.

A sapling is not raised to stay weak there. They are given all the necessary nutrients to help the roots grow strong.
