Yes. Golden hour starts right when a person is injured. And definitely, the concept of golden hour doesn't only apply to an accident victim. A person can be hurt, injured in other ways which includes natural disasters like earthquakes and tsunami too. Natural disasters bring with them a huge loss of life and property. It's because of which rescue operations are started the moment any disaster occurs. The concept of golden hour is often neglected. It should be made sure that everyone knows what golden hour is. 

(For those of you who are unaware, golden hour is the first 60 mins which start the moment a person gets injured)
