Yes, it helps in the settlement of a large number of problems and issues at the local level.
1. It provides a platform for the direct participation of people in decision making.
2. In another way, decentralisation in the form of 'Local Self government' is the best way to realize principles of Democracy.

Yes ,decentralisation means  to minimize the conflict because if the power is not centralised all the people will be dependent on the government to solve their conflicts .The people do not have power to solve their conflicts or to make decisions and the centre and state are also not responsible to take decision for them whether it is right or wrong.Also , as the centre has to solve their conflicts.As we know that they don't know better about our locality  ,so they may make decisions which are not beneficial to us .So the government has centralised the power between different level so they can solve their and make decisions which are beneficial to us
