No, I don’t think playing a practical joke on someone is right because of many reasons.
To begin with, a practical joke is hardly ever fun for the person you are playing it on. Often that person gets a rude shock. A joke should be funny for everyone. If it is causing mental distress to anyone, it is not in good spirit and certainly not worth it.
Also, practical jokes have an element of risk involved. They can cause shocks, or even result in physical injury. Again, the end result is not pleasant.
Further, it is easy for people playing a practical joke on others, to get carried away. They are too excited to know when to stop. As a result, things can quickly get out of hand and cause irreparable damage. (This also answers your second question.)
Sense of humour is not limited to practical jokes. There are many other verbal ways of joking with people and having a safe and good time.
