No, I don't think Private Quelch learnt a lesson. because eventhough he was chosen for cook-house duties,he did not. stop his habit of lecturing. he started giving long lectures to the other cooks.

No.I don't think that Private Quelch actually learned a lesson when he was appointed for the permanent cookhouse duties as even there he could not resist from his habit of lecturing his knowledge out to everyone.
