Do you think sending a portrait would carry the same weight in today's society? Do you think if the President sent his picture to an ally of the United States, it would reaffirm any relationship? How is it different today? How has society changed its perception of authority?

Sending a portrait would carry little to no weight in todays society, the presidents picture will not reaffirm any relationship, actually it shall be considered as a joke and lack of respect to the recipient, this is because over time communication trends have changed greatly, official communication entails a lot of beaurocracies that have to be followed in order to complete and official and formal communication.
