Sir Ralph the Rover was an evil(wicked and vile too) man with a vicious mind.His accumulated wealth was the result of the plundering the sailors.Its quite understood by everyone he was jealous of the popularity and praises of the philanthropist Abbot of Aberbrothok.He was definitely sad about the bell as it proved as a hindrance for he wont be able to loot the wrecked ships anymore.
So his spiteful nature tempted him to take revenge from Abbot.Well, I think he surely would have cut the bell even if the weather was stormy.
