do you think suggestion could be implemented?why?why not?

Suggestion aren't just given so that the person to whom they are directed could simply ignore them.They suggest things,don't they??That's why they are called suggestions. A person suggests someone only when he/she thinks that a particular thing is not as it is supposed to be.The sole purpose of suggestions is to bring to the notice of the person responsible, the necessary actions that need to be taken.
