Yes, an alert and intelligent public can make democracy a better form of government.

Explanation:

In a democracy, the most important constituting element and driving force is the public and the citizens. The public choose representatives to govern them and it is also the same public who has the power to remove them.

Now public being ordained with such powers to construct and destroy the government should be very vigilant and knowledgeable about doing the right thing for the society. They should be aware of the proper functioning of the government and should be alert to notice any malpractice or corruption prevailing in the government.

The need to be aware of such rights and acquiring such knowledge can also be understood as being political conscious. Political consciousness is the phenomenon of being informed, aware and knowledgeable of things that is happening around them.

Therefore, if the public is alert and intelligent or politically conscious, the government will perform much better. This may be attributed to the fact that the public will exercise their rights in a proper way, they will perform their duties carefully, they will make no provisions for any corruption or malpractices, etc. Overall, good citizens will make a country more better and prosperous.
