no, when a particular country has colonisation as its central power, then fedralism cannot occupy its arena in such a country.

for FEDERALISM to built its base in any country, democratic govt. is must.

Yes I do think that the spirit of federalism is more effective when there is colonisation of govt because

(i) It makes people to agitate for their rights when there is a colonial rule over them.
(ii) It also leads to revolutions as they would make the spirit of democracy/federalism/freedom more.
(iii) It also make a sense for the new forming govt to make it as federal state by the pressure of people who had largely suffered of the colonial rule.

Ex: Taking India as example as it suffered a lot by the colonial power British and this makes the very spirit of democracy/federalism(republic federalism) among people and leaders. And so it can be seen that India is a successful Federal country.
