Yes,It is also a way to strengthen the Federalism.
For a long time,Same party ruled both the state and Country.
In the past Cent Govt Misuse the constitution to dissmiss the state government.
All this was Changed after 1990,Which led to rise of Regional Parties and Colition Govt
