when a large area is covered when a dam is built and a many large amount of water comes over the vegetation and and in the presence of only water and no oxygen the vegetation is left to decompose in the absence of oxygen so the methane gas is released which is a Greenhouse gas

due to submerge of vegetation and soil on floodplains the vegetation and soil present there becomes rotten thus resulting in decomposition over a period of time
