I don't think so because government is not providing proper facilities. ....
like
1-Supply of water is not proper
2-Repairing of improper roads
3-No proper garbage collectors and band
4-No proper sanitation
5-Not taking actions quickly if complained.
And last thing
They are only making rules and taking decisions but they do not take care that the locality is following it .
