In my opinion, yes they do owe an apology.
Jallianwala Bagh massacre was not only a mass killing incident but it is a scar to our country which can never be healed.
The British thought it reasonable to kill the peaceful protestors and the ones who were there to celebrate the festival of Baisakhi and not even sparing the children. This can never be and should not be forgiven and forgotten by any Indian.
This is cruelty to not only Indians but to whole of the humanity.
