This question cannot be answered in an exact manner. Though all the countries have the right to go to UN to clarify the issues yet the UN is also a consortium of member nations so each have their own individual powers to decide eventually. Any decision is taken after approval from the member nations as well so there is always a doubt regarding transparency also. But apart from UN we have no other option also. So, there can be no exact answer as to whether international organisations work in a democratic manner or not. the UN is like an old wine in new bottle. It failed as League of Nations so was rechristened as UNO.

The UNO(United Nations Organization) is a semi-democratic organization. This is because of it has both democratic and authoritarian features.
THE DEMOCRATIC FEATURE:
The UNO doesn't infringe on the sovereignty of nations meaning it doesn't force the hands of nations into doing its will, unless it is necessary like in the case of nuclear threats. This will call for sanctions and other agreed countermeasures. This is also done after approval by member nations.
THE AUTHORITARIAN:
The fact that there is no other organization to rival the UNO makes it an authoritarian authority. This is because this organization is able to make some decisions that will affect both members and non-member states. Like in the case of civil wars when there is loss of innocent life.
Therefore, the UNO works democratically because it respects the sovereignty of states. Democracy is actually one of the core values and principles of the United Nations Organization. This is because at the end of the day the principles of the UNO are based on exercise of human rights, the rule of law, fundamental freedoms and freely expressed will of the people.
