This question cannot be answered in an exact manner. Though all the countries have the right to go to UN to clarify the issues yet the UN is also a consortium of member nations so each have their own individual powers to decide eventually. Any decision is taken after approval from the member nations as well so there is always a doubt regarding transparency also. But apart from UN we have no other option also.
So, there can be no exact answer as to whether international organisations work in a democratic manner or not. the UN is like an old wine in new bottle. It failed as League of Nations so was rechristened as UNO.

Yes → The UN was created by the Allies post-WWII, to maintain peace and security in the international system. The UN Charter is the UN’s founding document, it states the ‘ principle of equal rights and self-determination of peoples’, encouraging international cooperation, defending human rights and fundamental freedoms guaranteed to all mankind. Thus, the UN is based on liberal, democratic, universalist values and principles.

No → The UN Security Council, however, undermines the above. This internal mechanism has created a hierarchy within the system, thus attributing more importance to certain states. The Permanent 5 or P5 (the US, the UK, France, Russia, China) maintain the right to veto important decisions relating to matters of international security. It is an tool through which those with the most economic, political, and military power can maintain the status quo in the international political arena. The P5 has a more valuable say in international affairs than other states, whereas, a true democracy would attribute an equal voice to each member. Furthermore, not all states are formally represented in the UN (e.g. Palestine), whereas democracy presupposes universal representation.
