Does 16.03 grams of oxygen have the same number of atoms as 16.03 grams of sulfur

No. If the weight of Oxygen and Sulfur is same, their Atoms doesn't remains same in any case because Sulfur forms many compounds that are analogs of Oxygen compounds. Sulfur is much less than the Electronegative than oxygen. Eg; Sulpher(EN=2.58) then Oxygen (EN=3.44).
