element having free hydrogen would probably lose it, and we know that removal of hydrogen happens in case of oxidation. if the element itself  is being oxidised, it will reduce another element present in the reaction and will thus act as a reducing agent.

therefore yes, an element having a free hydrogen is said to have reducing power.
