No, diffused reflection is not a point of failure to the laws of reflection. The reflecting surface is irregular and when refelction takes place from such a surface, it is known as IRREGULAR or DIFFUSED REFLECTION.

But, even if the reflection is irregular, you can notice the two points :

(1) The incident ray, the reflected ray and the normal all lie in the same plane.

(2) The angle of incidence is equal to angle of reflection.

These are the two laws of reflection which are not actually getting violated and as a result, we should not look diffused reflection from a failure point of view towards these two laws.
