yes it follows laws of reflection but due to the plane it is not able to properly satisfy the laws of reflection

Yes it does .

In diffused reflection light rays are not parallel to each other. Diffused reflection does not mean the failure of laws of reflection. Diffused reflection occurs when the surface is rough , also the angle of incidence chages from one ray to another.
