Does it consume electricity if we connect the charger, but the device is not connected
leaving the switch on?

Answer:

YES, The electricity will be consumed even if the device is not attached because the switch is on.

When the device is connected the electricity is consumed by device but when it isn't the electricity is wasted so in both cases electricity is consumed.
