Stopping and terminating instances have different effect.

When you stop an instance, the devices attached and the volume are not deleted while when we terminate an instance, the devices as well as the root volume are deleted.

If we stop an instance, one can restart it when they wish, however, when an instance is terminated, it cannot be restarted. It has to be started fresh

"The question lacks context and no strict reference about the question has been specified. However, I'm assuming with the use of words that the question is in reference to Amazon Web Services (AWS). So, the answer to the question in reference to AWS is as follows:

“No, in AWS, stopping an instance is not same as terminating an instance. When one terminates an instance, the instance running on the virtual computer will be shut down and he will no longer have to pay for services and all his data will be wiped whereas in stopping, an instance and everything else would be same but the only difference is that the data on EBS drive would remain stored.”"
