does the charge on a body depend on the speed of the body?​

It doesn't. The charge of an object doesn't directly depend on its velocity in any way. You could create a situation where it does, by using friction which can charge an object, for example, but if you just have an object in a vacuum, increasing its speed does nothing to its charge.
